What does Issuer mean?

Issuer is the banking institution which offers you your credit card with all the terms, conditions, regulations, line of credit, etc. Now, there is a great mistake holding that if you have the Visa logo on your credit card that is the issuer as well. Visa, American express, MasterCard are financial services companies and not issuing banks. You might have the Visa logo displayed both on a Bank of America issued card, on the Georgia State Bank issued one, and so on.
